WebIt seems like according to the basic rules small creatures always get disadvantage with heavy weapons. In 3.5 weapons had "sizes" so you could find a halfling sized greatsword. Not sure what it is in 4e. I'm assuming they are trying to simplify the rules some, but I'd look for an expansion in later books.
